With over 50 years’ experience in the transport industry, ranging from planning air travel systems to enforcing parking regulations, John Elliott can provide a level of training to meet any organisation’s needs whether as part of an induction process for new staff, practical on the job training for staff in a transport planning department or to design elements or whole transport courses for postgraduates.

As a Chartered Civil Engineer for 45 years, as a Fellow of the Chartered Institution of Highways and Transportation, as a senior professional manager of Technical and Planning Departments and with a continuing major role in the Local Government Technical Advisers Group, John Elliott can offer and provide a high level of technical knowledge and training either directly or through associates to meet any likely needs.

Designed large controlled parking scheme for Hammersmith & Fulham Council covering a third of the borough’s area and road network

Designed and implemented, and monitored and reviewed impact of large Coningham Road area environmental traffic management scheme for Hammersmith & Fulham Council, to curb rat-running through inner London residential area

Successful pursuit of passenger improvements at Willesden Junction station for Hammersmith & Fulham Council including securing agreement for, and design and implementation of, new bus terminal.

Successfully pursued insertion of public transport friendly policies in Hammersmith and Fulham Council and neighbouring boroughs’ policy documents, and inclusion of proposal for unified operating region for British Rail network in southeast England, in London Boroughs Association evidence to House of Commons Transport Committee inquiry on Transport in London.

Progressed large programme of traffic schemes for Westminster City Council, including Hyde Park Corner signalisation, pedestrianisation schemes in the heart of West End and various bus and cycle schemes.

Prepared evidence for Hammersmith & Fulham Council for Stansted Airport/ Heathrow Terminal 5 public inquiries re Heathrow surface transport impact in west London

Carried out the extensive analysis and promoted decision makers in own and other organisations to give attention to parking control and enforcement in London. This led to the wheel clamp experiment and subsequently the parking management regime under the 1991 Road Traffic Act.

Promoted and supervised analysis of problems caused by large-scale road building in London for Greater London Council and presented evidence to House of Commons Transport Committee, SACTRA and others, culminating in changed national approach to transport provision from late 1990s.

Guided and worked with leading Barking & Dagenham Council Mmembers, other Chief Officers and consultants to initiate a £2 billion mixed development on 800 acres of under-used land adjoining London’s docklands.

Brought together a strategic town centre scheme involving a new shopping centre, a town centre bypass, parking schemes and pedestrianisation for Barking. Obtained funding including large government contribution and piloted through statutory processes to site in record time.

Developed Haringey Council’s scheme for multimodal transport interchange at Tottenham Hale from original limited proposal for bus stops next to rail station.

Completed Haringey Council’s Borough Traffic Strategy, and supported the Council’s efforts to oppose damaging and futile major road schemes by Government following abolition of Greater London Council.

Comprehensive transportation study for housing, business and leisure development on 240 acre Greenwich Peninsula gasworks site as part of British Urban Development consortium competition entry, including involvement in presentation to British Gas, culminating in this entry winning the competition to partner British Gas in developing the site.

Traffic impact and access study for British Gas national Research and Technology Centre and business park development on 100 acre site in Loughborough, including 1 mile length of offsite highway improvements and negotiation of cost agreements with Leicestershire County Council and neighbouring developer.

Unlocked 600 acres of development sites in Aylesbury for Aylesbury Vale District Council with successful negotiations with Bucks County Council on new highway network.

Angmering Bypass, West Sussex - successful negotiation for rerouteing of alignment, following submission to Local Plan Inquiry, to minimise impact on residents’ land and property.

Lindfield Bypass (East Sussex) scheme planning, design and traffic assessment to support large housing development scheme proposed by CALA Homes for greenfield site.

Forged partnerships with complementary companies to develop traffic management and parking business for P&O/ Sterling Granada Traffic Management, growing business from virtually zero base (£100k turnover) to £10 million turnover in 3 years.

Preparation of Southwark Red Routes Local Plan for London Borough of Southwark/ Traffic Director for London, involving detailed appraisal and design of traffic management improvements for 10 miles of main road network in inner London.

Developed traffic management proposals in south London for Transport for London, to complement the Central London Congestion Charging scheme.

Changed Barnet Council approach to car use and introduced one of the first Sustainable Transport Strategies to deliver traffic reduction targets, piloting this through consultation and Council approval.

Developed leading Sustainable Travel Plan in the UK for Pfizer Inc, which is based on a wholly integrated approach including a unique parking cash out scheme featured on BBC 2. Achieved significant change in company culture and major change in staff travel (20% reduction in car use in two and a half years), providing a model reflected in many other travel plan guides.

Achieved large changes in staff travel behaviour through travel planning for London Borough of Southwark and for Canterbury Christ Church University.
